April 2006 Exec Update

The Exec is mindful of some concerns expressed regarding the lack of action on some fairly pressing issues. It hasn’t been an easy time for the new Exec & we have been hard at work trying to sort out a suitable course of action.

In an effort to put those with concerns at ease this will be the first of regular updates on the deliberations, conversations, thoughts & actions of the Executive Committee. It’s not intended as a complete report, more a summary of the ongoing issues that are likely to be of interest to, or have an effect on the class.

General

After the Mooloolaba vote on rule changes.

With the exception of the Texalium issue, the rule changes will be
resubmitted to be voted on, as before, at the next AGM of the WC. The thinking behind this being that essentially the changes are what’s needed, the problem was the way the proposals were put forward. It seems clear that a lot of people were unsure what, exactly, they were voting for. Dealing with Texalium separately will, hopefully, make things a little clearer. There has been a great deal of discussion within the Exec surrounding the Texalium problem. While it would be far from desirable to exclude those boats now no longer legal, it’s also a very worrying prospect setting a precedent for not only introducing brand names as permitted materials, but also the wider issue of rule changes to allow innovations previously interpreted as class illegal.
The Exec proposes to reintroduce the grandfathering of Texalium hulls, with no event exceptions or time limits. It should be pointed out that this is an exceptional circumstance; similar situations that may occur in the future are unlikely to be dealt with similarly. If a class rule interpretation renders a boat illegal, it will probably remain so.

For the time being the Exec will post recommended alterations to NOR & SI’s. This should appear on the IOMICA web site shortly.

Events

The Events Sub-Committee is deep in discussion. It is becoming clear that NCA’s are unable or unwilling to host international events. While some of the reasons are fairly obvious, this is probably a very complicated issue that is unlikely to have an easy solution. I’m sure this issue will be opened up for WC / public input once the ESC has a better idea of the situation.

InfoComms

The IOMICA public & WC forums have been very quiet. Probably due, in some part, to the Exec’s lengthy deliberations & lack of public communication.

Measurement / Technical

Waterless measurement & in-house sail certification are still ongoing and some discussion has taken place. However, with the Exec being tied up with more pressing matters, little real progress has been made towards working solutions.

World Council

A WC AGM will be required this year. The Exec hopes to announce a date in the near future. The intention being to give the WC members plenty of time to formulate proposals for resolutions. We are hopeful that this meeting can be held electronically.

22 May 2005:

An Annual General Meeting of the World Council will be held at the IOM World Championships, Mooloolaba, AUS, in September 2005. One of the main items on the agenda is the election of the IOMICA Executive Committee for 2005-2007. The key process is that IOMICA Officers are nominated for their positions by World Council members, and the World Council elects the Officers its Owners want from the list of nominations. NCA Representatives shall vote according to the ballot of their NCA membership (ie their IOM Owners). The detail of the process will be similar to that used at the IOM Worlds 2003 at Vancouver. Please note that the closing date for nominations is 9 July 2005.

The IOMICA Executive Officers Election Procedure document, the Candidate form, and the Nominater form have been updated.

22 May 2005:

The voting strengths at the upcoming 2005 Annual General Meeting of the World Council are determined by the number of registered(ordinary resolutions) and certificated(special resolutions, eg. Class Rule changes) owners for each NCA (IOMICA regulations 4.13)

We have compiled a VERY PRELIMINARY list of the world council members and voting strenghts based on the owner lists IOMICA has received:

Most of the owner lists we have right now are old and not complete. Our regulations provide for the submission of owner lists from NCAs a minimum of four weeks before the meeting. We thus ask all NCAs to submit up to date owner lists before the 18th of August 2005.

Very few of the owner lists submitted thus far by NCAs are clear enough for us to make a final judgement of voting strength. If certification status is not indicated or unclear we cannot make a decision on the number of certificated owners ! (thus many missing numbers in the preliminary table above). Please make sure that in addition to listing owners and their status the lists should clearly state the number of registered owners and the number of certificated owners. These numbers must not contain duplicates, i.e..
one registered owner owning multiple boats = one registered owner, and
one owner owning multiple certificated boats = one certificated owner.

The ISAF-RSD first announced their desire to encourage the formation of an IOM class association at the 1999 IOM World Championship in Malta.

The formation of an IOM ICA was first seriously discussed at a meeting at the IOM European Championship at St Cyr in 2000, under a group headed by Chris Jackson. The initial groundwork was done and this group reported back to the skippers who were present at the 2001 IOM World Championship in Omisalj. At this meeting an interim committee was formed to bring the IOM ICA into existence by early 2002. Inevitable delays attended the formation of national class associations, explained to the sailors who attended the IOM ICA meeting at the 2002 European Championship in Fleetwood.

In 1999 the process of forming an ICA for the IOM Class began. In 2000 a committee was formed which started the preparation of the Class constitution and other documents. In 2001 an interim Executive was voted in at the IOM World Championship in Croatia.

In June of 2003 at the IOM World Championship in Canada, an election was held under the rules previously formulated. The newly elected inaugural Executive Committee manages the day to day business of the IOM ICA and answers to the IOM ICA World Council. The formal recognition of the IOM ICA by the RSD on behalf of ISAF was executed on 23 October 2003.

The ISAF-RSD recognised IOMICA as the IOM International Class Association on 23 October 2003.
