While the rule is in force during an event, measurement isn't taken on the water :)
ERS H.4.3 wrote:No external pressure shall be applied to a spar when measuring unless specifically prescribed.
I read this to mean untesioned.

It would be difficult not to include Bruce surely? As he appears to continue in an executive position to which he has not been elected.

My point is that submitting AGM resolutions for CR changes to the joint IOMICA/RSD tech committee is the process laid out in the IOMICA/RSD agreement.

IOM CR C.8 uses the ERS definition of a sail, we know this because it appears in bold type. ERS G.1.1 specifically allows tabling as part of a sail.
