If the full effect of the doc is to have a min of 9 spots available, it would seem to be reasonably fair. If that's the case no need for more "Why"

Thanks for all the interesting responses. My question was indeed WHY so FEW places for our USA/AUS visitors? It appears quite likely that there will be no spots for the USA/AUS visitors - if all the available spaces are taken up in stage 1, there will be no places available for non-Euro competitors....

Just wondering why so few spots for non Euro NCAs?

I understand there is a large level of interest from Aus/USA.

Dick You don't seem to have got much response from your post so a few thoughts to get some debate going! With the Europeans held in Spain next year, it would appear to make the most sense to have the Worlds in Aus in 2005, with the subsequent event in Portugal in 2007? ie not to have the two events ...
