Becomming a Class Measurer

Is there a document or guide that explanes the process of becomming an IOM class measurer, especially in a country that does not yet have a recognised NCA, or any measurers?

Probably the ERS expresses it very succinctly:
Equipment Rules of Sailing wrote:C.4.3 Official Measurer
A measurer appointed, or recognised, by the MNA of the country where the measurement takes place, to carry out fundamental measurement.
