Twin rudders?

Is it allowed to have two rudders like on the IMOCA 60 and VO 70?
And what about wings on the rudder?

Does this specifically mean a hydrofoil type of wing? Or at least a wing at the end of the rudder that will help lift the transom of the boat? or for some other reason lower the transom by using a "wing"?
How about wings on the keel, or keel bulbs just like the Americas cup keels nowadays?
I was under the impression that wings on any of the appendages were not allowed.
