IOM owners recently voted against restrictions on ballast movement between heats. It is more or less certain that this negative vote was not a vote against the proposed rule as such. I know of no IOM Owner who sincerely wishes to see the cost explosion implied by the new freedom to deploy multiple fins, rudders, bulbs, and corrector weights at an event. As an interim measure until the new IOMICA Exec can deal with this situation, it might be worth inserting the old E4.7 into the Notice of Race and into the Sailing Instructions for any forthcoming IOM event:
Rule 51 is replaced with:
During an event and unless class rules specify otherwise,
(a) ballast shall not be shifted, shipped or unshipped;
(b) except for replacements of similar weight and position, no control equipment shall be shifted, shipped or unshipped;
(c) the position of rig counterbalance weights may be adjusted; and
(d) bilge water shall not be used to trim the boat, but may be removed at any time.
