RSD is now IRSA

So, last year we had the previous RSD Permanent Committee proposing that the Radio Sailing Division should transform into an ISAF-affiliated multi-class association, one of the reasons being that 'Divisions' were no longer part of the ISAF structure. We had much of the civilised world in uproar about such a proposal, it was prevented from going to a vote, and a new PC arrived to straighten all this out.

We see that, at a meeting with ISAF (http://www.sailing.org/31726.php) the new PC has agreed, apparently without vote or consultation with the Division Members, that the RSD should transform into an IRSA.

Interesting. The old PC consultation document, curiously no longer downloadable from the RSD Web site, said "continuing with the current structure and status of the ISAF-RSD is no longer an option. ISAF has decided to eliminate “Divisions” for different disciplines of sailing, and the ISAF-RSD now needs to fit within the “established” ISAF structure of ICAs and ISAF Committees."

Deja vu or what!

I have to admit that I am still astonished; the following paragraph is really interesting:
It was agreed that RSD would change its name to International Radio Sailing Association (IRSA), thus removing the anomaly of “Division”. IRSA would remain at this stage an ISAF Affiliate Member. It was agreed to look into strengthening the relationship over the next two years. Both the options of class associations and formalising the terms of affiliation of IRSA to act on ISAF’s behalf for radio sailing were discussed. IRSA will continue to work with ISAF to help publicise and promote all aspects of radio sailing by promoting the four existing International classes and encouraging the new up-and-coming classes to become part of the IRSA family.
You have to be very naïve if you think that the most important thing that was mentioned in that meeting was the change in the name. The key word in the paragraph is “at this stage”, what do we have to wait for the following stages?

It is also mentioned that RSD may become an ICA or in other case the terms of affiliation will have to be discussed. So it looks like if the situation of the old RSD can not continue as it was in the past. Hmmm! Where did I hear that music?

Finally, in my opinion RSD can not change its name without a previous vote of the DM, so what kind of agreement was that?.

Previous lines were written as a sailor and not as IOMICA's Chairman.

It is an easy score to note that the press release announces an unconstitutional (and hence illegal) action as the only concrete outcome of the ISAF - RSD meeting.

It is also an easy score to note that the RSD seems to have come away quite empty-handed from the meeting, while ISAF seems to have got everything it wanted at this time.

What is of much greater significance to IOMICA and IOM sailors, though, are some further questions:

- Are there, or will there be, any RSD PC minutes covering the meeting with ISAF? Or is what was agreed a secret?

- Was the RSD given any time limit in which to report back to ISAF with proposals on how to proceed?

- Most importantly, for how long will the ISAF 'special World Championship allowance' given to the RSD in the ISAF Regulations continue to apply to RSD classes? This is especially relevant for the IOM because it is the only RSD class which regularly holds World Championships.
