New IRSA Championship Regulations

I notice that IRSA has published its new Championship Regulations:

Amongst a number of matters, it seems that IRSA has decided it will ratify IOM Championships, it will approve IOM Notices of Race and Sailing Instructions, and it requires that anyone wishing to host an IOM Championship should apply to IRSA.

I am curious whether IOMICA has been consulted on these new IRSA Regulations?

This is a fundamental change from the way IOMICA has regulated its championships in the past, in accordance with the AGREEMENT RELATING TO THE INTERNATIONAL ONE METRE CLASS between the Radio Sailing Division of the International Sailing Federation (ISAF–RSD) and the International One Metre International Class Association (IOM ICA) signed and dated 23 October 2003, "5. [...] The IOM ICA is authorised to approve up to one annual World Championship for the IOM Class".

How is this conversation going, please? It's been some time... Or must it remain behind a closed door? You said that you'll let us know. Were those expedient words or a sincere intention? A question, not an accusation, BTW. An uncomfortable question, of course, but I understand you to be a person who gives honest answers.

I think we are talking about the probable future of IOMICA here, and it might help focus debate in the forthcomming IOMICA election and AGM. Is there a feeling that IOMICA should fall in with IRSA's plans to regain control of the IOM class? Should IOMICA act as a puppet administration for the IOM class? Or should it simply disband and hand back the IOM to IRSA to act as its class association in the same way as IRSA acts for the M, A, and 10R?

Sorry Lester, you do deserve an answer.

I would say that most of your concerns were shared by the Class Association as well. Although this hasn't been a topic of a lot of real formal discussion, we did express our concern about the exact words used and we have agreed informally about what some of that means. We have been asked to offer alternate wording and Olivier and the ECS are going to submit something for consideration.

I would say that our working relationship with IRSA is pretty healthy at this time. I think we got into the habit of feeling quite (and maybe too) independent during a bunch of years where ISAF-RSD was really fairly dormant. IRSA, in my opinion, is trying to get back to being more proactive and some of that will involve them taking back some authorities that they always had.

That said, I think that a revision of that document will ultimately be needed and done that will more accurately define the boundaries and duties.

We have been assured that they do not want to deal with the tasks of running the class association.

I don't know that your message actually answered this question. It would be good to have an answer to my question which is now, oh, over one year old...

In the mean time, I observed that, on the official ISAF Web site dealing with radio sailing, the class association responsible for the IOM is listed as IRSA. I guess I have a similar question: Has IOMICA agreed to this?

No and No. Applications still come to the ICA as before, we make the choices and then inform IRSA of our choice. We have agreed to make sure we keep IRSA in the loop and have them confirm our choice.

As far as what they post on their website, we have no particular control over that but we will follow up on the listing and make sure it represents the ICA as the governing body for this class.

When you have the only really active show in town everybody wants to own it.
