IOMICA Executive positions

The time has come to put up.
IOMICA does not run it's self and is only as strong as the support it gets from its members. We have just entered a new Executive year and need your support. Currently our executive is:
Chairman: Greg Willis (AUS)
VC Technical: Nigel Winkley (GER)
VC Infocomms: Anders Wallin (FIN)
VC Measurement: Roy Thompson (ESP)
Treasurer: Rob O'Brien (AUS)

Roy have accepted his VC Measurement position based on getting the support of a willing Sub Committee but has also suggested that he would stand aside if any other member wanted the position.

Lester Gilbert has put his hand up to again take on the VC Events position.

We need a well balanced Executive and support sub - committe structure so if you are willing to make comment within the forum put your hand up. Don't stand on the outside come in and make a diffrence.
Technical will require lots of work in the short term and we desperatly need a new Secretary, preferably someone in the UK as our constitution is based on British Law and some compliance issues need to be addressed.
Please contact me through PM if you are considering taking up a position. It is difficult for us to address any of the outstanding issues without an effective executive. Remember if you want something done ask a busy person. They make the time.
Cheers
Greg W

Like Roy, I will stand aside for anyone else the Exec wishes to co-opt.

I understand there is a 'candidate' willing to be co-opted for VC Measurements. What is the official proceedure for this and for the 'removal' of the current VC measurements. Should not the names of these possible candidates be made public so all can give their opinions?

I have asked for the names to be made public a week or so ago but none has posted here yet.

afaik there is no formal procedure for co-opting someone, it is up to the exec to do whatever it wants.

I'll volunteer for the VC Events position if you think I could be of help.

We need a well balanced Executive
I believe a 'well balanced' Exec should try to include members from all parts of the world not only 1 or 2 continents/countries. I realise that this is not always possible when there are so few candidates.
I reiterate that I am willing to help out on the Measurements sub-com if the new VC Measurements so desires.

Hi Bruce

I reckon you'd be more than "of help" (smile). I'm happy to help out on the Events Sub-Committee if that would suit you.

The immediate problem for the Exec, as I see it, that with Rob's resignation, the Exec is constitutionally inquorate. My understanding is that it does not currently have a sufficient number of members for it to be able to take "legally binding" decisions, because at least 5 out of the 7 Exec officers must be present at Exec meetings where decisions are taken, and there are only 4 members at present.

Having a little experience, at club level, with a treasurers role, I’m happy to put my hand up if it’ll help & someone can point me in the right direction to begin with. Unless, of course, someone more suitable is willing.

an update on what is going on...

The Mooloolaba meeting elected the following executive:
Chairman: Greg Willis (AUS)
VC Technical: Nigel Winkley (GER)
VC Infocomms: Anders Wallin (FIN)
Treasruer: Rob OBrien (AUS)

Rob has now resigned.
The executive is now free to co-opt whoever it wishes for the vacant positions.

To date the following persons have expressed interest in being co-opted.
VCEvents: Bruce Andersen (USA) and Lester Gilbert (GBR)
VCMeasurement: Roy Thompson (ESP)
Treasurer: Andy Stevenson (GBR) and David Turton (AUS)
Secretary: Mike Clifton (GBR)

If anyone else is interested in working with the IOMICA, please speak now!
Could I ask those who have volunteered to please check our regulation 5.5: "An official of a DM or NCA or a NCS is not eligible to act as an Officer." and report back if that causes problems.

Lester summarized the roles of the executive in June 2003 like this:
Whole Exec issues (discussion leader):

- Future relationship with RSD and ISAF (Chairman)
Terms and conditions of RSD recognition, future of RSD, IOM as an ISAF class
- Policy and intent of the class (VC Tech)
The big one! This will guide us and the World Council for the next 20 years!
- Broadening the appeal of the class (Secy)
Manufacturer "one design"? Making the class rules more accessible?
- Class international championships (VC Events)
Limit entry to 68 (4 heats)? Cost of entry, cost of Umpires?
- Licenced sailmakers (VC Meas)
- World Council & NCA voting support systems (VC Infocomms)

Portfolio issues (portfolio):

- (Events)
Approval for Worlds in AUS 2005? Euros in GER 2006? Who in 2007?
Class champ regulations
Event management guidelines - courses, mark numbering, umpiring calls
- (Meas)
Measurer training and appointment
International Measurers
Certification consistency
Measurers "first sighting" report?
- (Tech)
The process of proposing rule changes
The process of determining interpretations
- (Infocomms)
Web site development
- (Secy)
Databases of and for World Council and NCAs
- (Treas)
Budget of income, expenditure
Annual report to RSD

Hi Andy

A brave offer (smile). It'd be helpful if you could tell us a little about your background and interests and perhaps mentioned some of this in your forum "profile".

Good idea Lester, profile now updated.

Just to expand a wee bit – I’ve been radio sailing on & off for almost 20 years, although only recently with an IOM. I’ve been Race Officer on a local level more times that I can remember, although not recently, I have to admit.

I’ve some experience of a treasurer’s role from a former hobby, Amateur Dramatics (More tea vicar?). Dealing with cash (subscriptions & fund raising), preparing budgets, producing reports & generally attempting to keep the house in the black (Shame I can’t manage this at home!)

I’ve thrust my hand in the air for two main reasons:

1] I’m keen to play a more active role in the class.
2] The exec appears a little short of bodies & I’m a nice guy & like to help out if I feel able.

If anyone needs more details feel free to PM me.

Hi All,
Think we have jumped the gun a little.
My advice in the exec forum was that Mike Clifton looked like he had found some one in GBR to take on the secretarial job. NOT Mike. I am still waiting for advice from him.

So we have at this moment the following.
Chairman: Greg Willis (AUS)
VC Technical: Nigel Winkley (GER)
VC Infocomms: Anders Wallin (FIN)

To date the following persons have expressed interest in being co-opted.
VCEvents: Bruce Andersen (USA) with Lester on his committee
VCMeasurement: Mike Eldred (USA) with Roy Thompson (ESP) & Steve Landeau (USA) on the committee
Treasurer: David Turton (AUS) and Andy Stevenson (GBR)
Secretary:

We also have Rey Newman (USA) who would be happy to get involved.
Committee representation is up to the VC's but it is nice to know we have some volunteers

So can I have some feedback from members on any preferences on the make up? You can PM me if you wish.
As Chairman I think we need to get a balanced executive and have as many countries represented as possible but that all depend on who will volunteer. Given the above known resources and logistics of running an international executive I would like to see Dave Turton as Treasurer and some one from GBR look after the secretarial duties. Andy can I convince you. It is unfortunate we have not had more support from our largest NCA (GBR) but I think it is preferred to have a GBR resident do the secretarial work to ensure all local compliance issues are handled correctly.
Over to the members.
Cheers
Greg

In my opinion and based on experience in the Exec I would say that the VC Tech post will need a strong team.
There are still a lot of Tech questions pending after the worlds voting as well as a bunch more in the pipeline I suspect and they are going to take some careful looking at to get right.

Also, maybe the other possible co-opt candidates (Mike E, Bruce A and David T) would like to say something of their (relevant?) experiences in the IOM and r/c-sailing world or similar positions etc so that those who don't know them can get an idea of who they are and what they get up to.

Andy can I convince you.
Well, yes, you probably could. However I’m not sure you’d want to :) I volunteered for the treasurer’s role on the grounds that I’ve got a reasonable clue what’s involved. David Turton is obviously the best choice there.

The closest I’ve come to a secretary’s role is sitting in for the sec at an AGM some years ago ‘cos the poor bloke had flu. If I took this on I’d need to know a lot more about the specifics of the role & have a good deal of support finding my feet. Given that, it probably wouldn’t be too difficult to find a more suitable body.

That said, if no one else appears, give me an idea of what’s involved & I’ll probably take it on.
