A Proposal for a resolution for the 2006 AGM has been received:
Resolution:
WC_AGM2006_03

Proposing NCA / WC Member:
Anders Wallin (IOMICA VC Infocomms)

Proposal:
Change C 7.7(c)

From:
"(c) A headsail boom topping lift restraint line attached to, or passing around, the topping lift may be attached to and/or passed around any or all of the following: topping lift; headsail; headsail halyard; headsail stay."

To:
"(c) A headsail boom topping lift restraint line attached to, or passing around, the topping lift may be attached to and/or passed around any or all of the following: topping lift; headsail; headsail halyard; headsail stay; headsail boom."

Discussion:
Interpretation 2004-IOM-5 found that a rubber band used as a topping lift restraint line cannot be attached to the topping lift and then hooked around the boom. The proposed rule change would allow this simple and cheap use of a rubber band as a topping lift restraint line.

Exec notes:
This is a special resolution and will require a ballot of Certified Owners.

It seems that we have proposals from three sources on the jib topping lift line issue. In the best of all worlds it would be great if all linterested parties came up with a single measure for the class to vote on. If necessary, however, VC Technical will write or recomment a single measure.

At present the proposal by Anders seems the most straightforward but I am open to convincing.

I have seen some boats with both the elastic attached to the topping lift and a topping lift restraint line around the jib, an overkill which would seem to be illegal under Ander's motion.

The class rule was written at a time when the latter was generally the sole method of preventing the topping lift fouling and thus refers specifically to that method.

What about changing F.6.2(b)(8) "Headsail boom topping lift restraint line" to read "Headsail boom topping lift restraint line(s)"?

The wording in the AUS proposal would permit both if this is what the majority want.

Keep it simple: unrestricted.... unless of course one could come up with a good reason not be. As long as it only keeps the topper from slacking and catching on the spreader, it's good.
