Time Limit with HMS

Question about HMS and time limit after race 1:

On 20 boats, with 6 up and 6 down, only 1 boat in time limit. Who is promoted? Just the 1 st one, or also 5 more by increasing time limit?
Who gets in the lower heat for next race?
Do we have to wait until there is only 6 boats on the water?

I'd like to get an answer from people implicated in HMS 2007 writing.

Under HMS 2007
2.2 Time Out Limit
As an exception to the Sailing Instructions, for Race 1 only there shall be no Time Out Limit. All boats
shall be allowed to finish, provided that they had started before the leading boat in their heat had
finished in accordance with RRS 28.1.

Sorry Olivier,
I did not fully read your question "after Race 1"
The final version of HMS 2007 does not address this and it is left up to the SI but the 2 options are to extend time out till only "6" boats are left then finish final boats on water taking into account of DNS. OCS etc or simply Time out the last 6 boats (DNF) also with regard to OCS etc. For the WC the 2nd option is likely but not confirmed.
