Dont confuse Event Measurement with Fundamental Measurement. Sorry, my mind missed the "event" (not the first time!). Your point is well taken; obviously if one wants to ensure that each rig is kept to within 5 mm of its original height, one would have to measure its position before racing begins.

ACK! Sorry about the errors in the spreadsheet. This comes of pasting stuff scarfed from the original PDFs into a text editor, turning information into a CSV (comma-delimited) file, dumping into Excel, and sorting by name. The rule you reference means that the whole keel, except for the bottom 60 mm, must pass through a slot 20 mm wide. This limits, for instance, the width of a fillet or fairing that one might add at the point the keel meets the hull.
