International Measurement Stage

Hello IOM Euro Championship, Arcos 2004, organisation,

In the Notice of Race of the IOM Euro, it's schedulled for October 9 and 10 an International Measurement Stage.
I have some interest in participating in this stage.
Is this stage open to anybody, or I have to (pre) submit my interest to any entity ? (Euro organisation, IOMICA, ISAF-RSD, NCA, ...).
