Change entire paragraph to read: “For World and Continental Championships, The organizing authority shall submit their intended method of on the water rule enforcement before ICA approval of said regatta.
Discussion:
While International Juries have proven to be effective, they have also proven to be just as ineffective. They are also extremely costly. While this proposal may not be clear enough as submitted, this topic surely needs to be addressed.
Exec notes:
This is an ordinary resolution proposing changes to Class Championship regulation and will require a ballot of Registered Owners.

While the proposal is natural, it throws the baby out with the bath water. There is no question but that an organising authority shall appoint an International Jury, and this should not be removed from the regulations. If the regulations do not say this, then the event does not conform to being an International event under ISAF rules.Current CCR wrote:6.4. At present, it is up to the organisers to secure approval from the IOMICA Events Sub-Committee for any divergence from the current IOMICA SSIs and Umpiring arrangements. To this extent, it is already required that organisers explain any changes they wish to make. The proposed addition to the CCRs simply makes this explicit, but in reality makes no change to what is done.
If it is desired that the regulations explicitly require the organising authority to submit their intended method of umpiring, that is a separate issue 6. It doesn't need the CCRs to change, however.
It could as easily be accomplished without World Council vote, if the requirement is added to the detailed questionnaire which IOMICA requires any prospective organiser to complete. IOMICA automatically expects any organiser to use the current IOMICA SSIs and Umpiring arrangements, so an appropriate addition to the Questionnaire might be as follows:
Possible change to Questionnaire wrote:1.5 If the proposed event is not to use the current IOMICA SSIs and Umpiring arrangements, identify and explain the changes requested.

The only text I can find re: umpires on the the ISAF RSD site reads as follows:
APPENDIX A - RADIO SAILNG UMPIRING SYSTEM RRS E3.1 is replaced with: E3.1 Umpired Races Races will be umpired. Rules 60.2(a) and 60.3(a) do not apply to the rules for which penalties may be imposed by umpires. Rule 64.1(b) is changed so that the provision for exonerating a boat may be applied by the umpires without a hearing, and it takes precedence over any conflicting rule of this appendix.
This does not specify how many or what qualifications are required. Since obtaining said umpires represents a considerable expense to the hosting NCA, I suggest that this be taken into consideration when the Events sub committee evaluates WC applications.
I agree with Lester on this one. The 3 member International Jury is specified and makes sense for a WC. The issue of on the water umpiring should be left up to Events and the NCA seeking to host a WC rather than a formal vote of the class.
