2. How will discards and redress be handled for Part B of the event?
Think it is up ti Judges: some can give an average on the regatta, some for the day and some just a place assigned.
Personally, I would recommend average of qualification or finals depend on where redress is given ...

There is already a blanket exception for racing under HMS. It is called 70.5(a).

I would have to agree with Lester on this one.
Alfonso, your and my original understandings are both correct and incorrect. It all depends on the specifics (or lack of specifics) of the Sailing Instructions.

An absolute need to negotiate with ISAF to reduce the number of International judges. However, the target number should be zero not three.
