I believe both systems have advantages and disadvantages. HMS gets very quickly to races between competitors at a similar level. This means that racing should be closer. It also allows for competitors to believe (however unrealistically) that they can go up a heat or two and sail with the top guys. ...

Places are awarded by country not Continent.
A sailor who is ranked 34th in Europe (not sure where that ranking comes from) may not be ranked high enough in his country at the time of qualification to be part of his national team.

I have just re-read this whole thread. It would seem that much of the difficulty people are experiencing with this rule is due to a misunderstanding of the redress rules. Redress can be claimed when a boat considers that her score has been made significantly worse, through no fault of her own either...

We use similar systems in team racing. One thing competitors hate is being seeded in to Gold Silver and Bronze fleets too early. I believe that with SHRS system we could avoid this by: - sailing one full day (or an agreed number say 3-5) of qualifying races - split the competitors into 5 ranked flee...

At a 5 or 6 day event I would be in favour of 3 seeding races. With no promotion there would be no hold ups for protests.

This is not a racing tactic, but the normal operation of redress. It is in the nature of the redress procedure that a competitor must make a judgement call on whether any redress can actually improve his score.
