Inasmuch as the August 1st deadline has come & gone, has the 2011 WC Regatta been officially awarded to GBR?

As no other application has been sent, it will be formally awarded to GBR as soon as events SC is completed.

So very soon.

Is it now correct to assume that the 2011 World Championship has been "formally" awarded to West Kirby, Great Britain?

In the present World economy, its never too early to start looking into travel plans.
